Mr.
Jones has over 16 years of government contracting experience at the
local, state and Federal levels. As Managing Director for iFed, LLC, Mr. Jones
is responsible for overall executive leadership which includes responsibility
for business affairs, corporate strategic planning, and mission success. QC
co-founded iFed, LLC in 2006 with the vision of supporting our nation’s
Health and Public Safety organizations to “Making Healthy Communities
Possible.” Mr. Jones also serves as President of TMI Solutions,

partnerships and marketing programs. Mr. Jones obtained his

Washingtonian Mr. Rodney E. Thomas is the Co-Founder, President
and CEO of Thomas & Herbert Consulting LLC (T&H), and Co-Founder
of the joint venture, iFed, LLC. Mr. Thomas has over 19 years of
experience in the field of management and information technology
consulting for Government agencies. Mr. Thomas is a philanthropist
who supports many charitable and faith-based organizations including
CharityWorks, Komen National Race for the Cure for Breast Cancer,
Everybody Wins Power Lunch Reading Program, Montgomery County,
Maryland Adopt-a-Family Program, Easter Seals, Gethsemane Baptist
Church, Howard University, and the University of the District of
Columbia, among others. Mr. Thomas is a Veteran of the U.S. Army
and he holds an MBA from Howard University and a BA from the University
of the District of Columbia. Mr. Thomas is the proud father of
two sons.

Hemmans has over fourteen years of experience in the information
technology field, specializing in the areas of enterprise system
design, groupware applications, client/server technologies, systems
integration, object-oriented development, and statistical data
analysis. Mr. Hemmans serves as Before starting TMI, Mr.
Hemmans served as Vice President and Chief Technology Officer of
Highland Technology Services, Inc. In that capacity, he grew
the Software Services Division from a staff of one to nine individuals,
and from annual revenue of $200K to over $1.75M. Mr. Hemmans’ strength
is his ability to bridge the gap between business requirements
and technology implementations that deliver quantifiable results. He
holds a Bachelors of Science in Mathematics from the University
of Maryland.

Ms. Herbert is responsible for the strategic plan to advance the
mission, vision and values of the firm. Ms. Herbert leads
and manages many aspects of iFed, LLC, and provides strategic direction
and oversight over the Firm's various business units. Ms.
Herbert holds an MS from the University of Maryland and a BS
from the University of the District of Columbia. She has one
